Crypto funding compliance for brokers in Mauritius
Financial Services Commission (FSC) · Investment Dealer (Full Service Dealer) licence
A serious mid-tier jurisdiction whose regulator uses blockchain analytics itself.

FSC licences and the VAITOS perimeterThe Securities Act governs the licence, FIAMLA governs AML and VAITOS 2021 governs virtual-asset activity. Where you convert crypto decides which of the three you touch.
Mauritius offers what many brokers look for: a real regulator with real supervision, without EU-level cost. The FSC issues Investment Dealer licences under the Securities Act. AML obligations come from FIAMLA (the Financial Intelligence and Anti-Money Laundering Act), including record-keeping for at least seven years.
Crypto has its own statute, the Virtual Asset and Initial Token Offering Services Act (VAITOS, 2021). Its Second Schedule sets out five licence classes, and the lines between them are finer than they first look. Class M is the virtual-asset broker-dealer (including exchanging virtual assets for fiat). Class S is the marketplace that operates as an exchange venue. Class O covers wallet services and transfer, Class R custody and Class I advisory. A broker that only receives crypto through a licensed payment processor is in a very different position from one operating its own wallets. Where your conversion happens determines which class, if any, you touch. Get a written legal opinion on it rather than assuming.
What the FSC expects on crypto fundingA supervisor that runs blockchain analytics itself will not accept "we screened it at onboarding" as an answer.
Mauritius was on the FATF grey list in 2020–21 and left it by tightening supervision. As a result, examiners ask precise questions. They treat transaction-level monitoring, sanctions screening against lists you can show were current, and re-screening when lists change as the baseline rather than as best practice.
The FSC uses blockchain analytics in its own oversight. In a press release of 20 September 2022, announcing a workshop on blockchain analytics, the Commission said it had "acquired the Chainalysis software for the monitoring of crypto-related activities from and through Mauritius" (source listed below). A supervisor that can trace a deposit's history with the same class of tool you would buy will not accept 'we screened it once at onboarding'. Your records need to show what you checked, against which list version and under which policy.
KYTGate's evidence model was built with FSC-style supervision in mind. It keeps content-hashed list snapshots, versioned policies, daily re-screening and signed receipts, so the question 'why did you accept this deposit?' has a reproducible record behind the answer, in the same evidential terms your regulator's own tools use.
Questions brokers ask about Mauritius
Does the Mauritius FSC allow brokers to accept crypto deposits?
There is no blanket prohibition, but there is also no blanket permission. An Investment Dealer licence covers securities business; virtual-asset activity has its own five licence classes under VAITOS 2021, from broker-dealer (Class M) and marketplace (Class S) through wallet services (O), custody (R) and advisory (I). Receiving crypto through a licensed processor and converting to fiat is the common structure, but whether your flow stays outside the VAITOS perimeter depends on where conversion and custody happen. Get a written opinion from Mauritian counsel.
Which rules apply to crypto funding for a Mauritius Investment Dealer?
The Securities Act and FSC rules for the licence itself, FIAMLA and its regulations for AML/CFT (customer due diligence, transaction monitoring, record-keeping of at least seven years under section 17F, suspicious transaction reporting to the FIU), and VAITOS if any part of the activity is a virtual-asset service. Sanctions obligations under the UN Sanctions Act apply regardless of asset class.
What evidence does the FSC expect on crypto-origin deposits?
In practice, examiners ask what was checked on a specific deposit, against which list version, under which written policy, and who decided. A per-transaction record (screening result, list snapshot, policy version, human decision) answers that; a description of the process does not. The FSC has adopted blockchain analytics for its own oversight, so it can check a deposit's history itself.
What is the Travel Rule status in Mauritius?
The FATF Travel Rule is addressed through VAITOS and FIAMLA guidance for licensed VASPs; a broker that is not itself a VASP is normally on the receiving end of the originator and beneficiary data its processor holds. Whether you must collect, keep or transmit any of it depends on your licence and structure. Confirm with counsel; do not assume the processor's obligation discharges yours.
What does KYTGate provide for a Mauritius broker?
Per-deposit screening against fresh official sanctions data and live issuer freezes, a decision under a versioned policy, a signed Decision Receipt, and a case with four-eyes closure, retained for the period you set (default seven years) with legal hold. Travel Rule originator and beneficiary data handed over by your processor is stored as received and copied into the STR draft; KYTGate does not originate Travel Rule messages.
General information, not legal advice. Where an answer says to check with counsel, the point depends on your structure and needs a lawyer's view.
